The 17th Party Congress of All India Forward Bloc was concluded successfully at Pasumpon Muthuramalingam Thevar Manch, Netaji Nagar (Arinagar Anna Aringam), Chennai. The five-day Congress elaborately discussed the current socio, economic and political issues and chalked out the course of mass action for the coming days. 851 delegates from 22 states participated in the 5 days conference begins on 22nd September 2013. The New Central Committee of 65 Members elected unanimously in the 17th Party Congress.

The 17th Party Congress of All India Forward Bloc was held in Chennai from 22 to 26 September 2013. On the 1st day afternoon a colourful rally, accompanied by chariots of horses, cars and motor cycles started from the Netaji Subhas Chandra Bose statue at the Marina Sea beach and proceeded towards the Theevuthidal “Island Ground”, where the public meeting was held. Com. N. Velappan Nair, Chairman of the Party presided over the meeting. While addressing the mammoth gathering, Com. Debabrata Biswas, General Secretary of the AIFB gave the clarion call to unite together to fight against imperialism and capitalism all over and to establish socialism in India as advocated by the great patriot and revolutionary leader Netaji Subhas Chandra Bose. The senior most party leader Com. Ashok Ghosh, Com. P.V. Kathiravan (MLA), Com. G. Devarajan and other leaders addressed the gathering, while Com. Dr. Muthuramalingam deliberated the vote of thanks. During his speech, Com. P.V.Kathiravana requested the State Government to allow people the Gurupooja (Thevar Jayanti) at Pasumpon village of Ramanathapuram District, where the samadhi of Pasumpon Muthuramalinga Thevar, a close associate of Netaji Subhas Chandra Bose, is situated. Thousands and thousands comrades attending the open sesion. All the foreign deligates including the Central Committee Secretariat Member of All India Forward Bloc were present in the stage.


A special delegate session was held on the first half of 23rd September, 2013 where the foreign fraternal delegates joined. The foreign delegates came from China, Vietnam, Cuba, North Korea, Laos, Palestine, Nepal, Bangladesh and Myanmar, greeted the delegates and expressed their solidarity in the world wide fight against imperialism led by the USA.


At the second half of 23rd September, 2013, invited national left leaders Com. Prakash Karat (CPI-M), Com. D. Raja (CPI), Com. Balasundram (CPI-ML) addressed the delegates and emphasized to buildup wider left unity in the country. They analyzed and criticized the neo-liberal economic policy of the congress led UPA-II Government, as well as the communal polarization move of the BJP.


The delegates started discussion on and from 24th September on three draft documents on national, international, organizational issues and the general secretaries’ report placed in the conference. The main theme of the conference was “Indian Socialism is the future”. More than 60 delegates participated in the discussion and raised important issues like demand on retrieving Kachatheevu Island from Srilankan Government and stop Srilankan navy aggression on Indian fisherman, serious economic crisis of the country, unemployment, poverty, unprecedented price rise and others.


A special resolution adopted in the conference, emphasized on the urgent need to build up wider left unity, by including all the secular, progressive and democratic forces to defeat the dynastic rule and communal polarization policy of the Congress and the BJP respectively. Both the parties are two sides of the same coin, who are radically pro-corporates and anti-poor on economic issues. AIFB confirms its objective, not to merely form a united front focusing forth coming Lok Sabha Election, but it is committed to formulate an alternative policy, which is pro-aam admi in all respects.Another resolution adopted in the conference – strongly criticizes the reign of terror and oppression on the opposition parties unleashed by the Trinamool congress party leading government in West Bengal and calls for united fight to defeat the TMC autocratic rule. A resolution urged upon the union Government to constitute the 2nd State Reorganization Commission was also adopted.
